On March 10, the Highway Bureau of the Ministry of Transport and the Traffic Management Bureau of the Ministry of Public Security held a video conference to fully mobilize and deploy the refined improvement of highway safety facilities and traffic order management. Wu Chungeng, Director of the Highway Bureau of the Ministry of Transport, and Li Jiangping, Director of the Traffic Management Bureau of the Ministry of Public Security, put forward specific requirements for the implementation of the work.
Recently, the General Office of the Ministry of Transport and the General Office of the Ministry of Public Security jointly issued the "Action Plan for Refined Improvement of Highway Safety Facilities and Traffic Order Management" (hereinafter referred to as the "Action Plan"). With the construction of a working pattern of "government-led, departmental linkage, road police coordination, and multi-party co-governance" as the core, 12 key tasks were proposed for expressways, ordinary national and provincial trunk roads, and rural roads from the two aspects of improving traffic safety facilities and standardizing traffic order management, striving to achieve the goal of "systematic improvement of highway safety assurance capabilities, significant improvement of safety management levels, and significant reduction of traffic accidents" by the end of 2025.
Li Jiangping said that the public security traffic management departments across the country have vigorously promoted systematic governance, comprehensive governance, and coordinated governance, effectively preventing and resolving the risks of road traffic safety hazards, and effectively maintaining the continued stability of the road traffic safety situation and smooth traffic. The public security traffic management departments at all levels should give full play to their functional roles, make the refined improvement action a key task of highway traffic management in the next few years, build consensus with the transportation departments, and jointly promote the refined improvement action, focusing on strengthening traffic order management and rural risk prevention and control, and coordinating the promotion of the two key tasks of the Ministry of Public Security: the governance of intersections and sections with prominent safety hazards on rural roads and the optimization and improvement of sections with high impact on traffic safety in bad weather, and coordinate the implementation of the two creation tasks of national and provincial road traffic safety and civilized demonstration roads and highway safety boutique roads to ensure practical results.
Wu Chungeng said that in accordance with the unified deployment of the State Council, since 2015, the Ministry of Transport has included highway safety life protection projects in the "transportation closer to people's livelihood" for six consecutive years, and has implemented a total of 1.035 million kilometers of highway safety projects on township roads and above, effectively improving driving safety conditions and gaining full recognition from all sectors of society. Transportation management departments at all levels should deeply understand the importance of implementing refined improvement actions, strengthen overall coordination with public security departments, establish and improve cooperation mechanisms, and jointly study and formulate implementation plans. It is necessary to establish systematic thinking, use systematic methods, carry out comprehensive governance, and work harder on "precision, detail, and reality". In the next step, the Ministry of Transport and the Ministry of Public Security will jointly create "highway safety boutique roads" to promote the overall implementation level of the country from point to surface.
The meeting stressed that people and life first should be taken as the fundamental premise and test standard for refined improvement actions, and the work should be implemented actively and steadily. We should make every effort to prevent and resolve hidden risks of road traffic safety hazards, resolutely prevent major and serious traffic accidents, and create a safer road traffic environment for people's travel.
