Recently, the Ministry of Transport issued the "Notice on Doing a Good Job in Transportation Security during the Qingming Festival and Labor Day Holidays in 2021" (hereinafter referred to as the "Notice"), which coordinates the deployment of transportation safety production, epidemic prevention and control, and transportation service security during the holidays to ensure the safe, healthy, convenient and orderly travel of the people and smooth and efficient transportation of key materials.
The Notice requires that local transport authorities and maritime administration agencies should fully assess the situation of strong travel demand and surge in passenger flow during holidays, always put production safety first in all work, and conscientiously organize the investigation, identification, and control of major risks in their regions and fields. Focus on the fields of "two passenger and one dangerous goods" vehicles, rural passenger vehicles, urban public buses (electric buses), urban rail transit, "four types of key ships", "six districts and one line" waters, port dangerous goods operations, important navigation buildings and shipping hub operations, engineering construction, etc., and strengthen production safety supervision and inspection in conjunction with relevant departments.
In view of the surge in short-distance passenger flow and the sharp increase in urban and rural passenger volume during the Qingming Festival holiday, the "Notice" requires strengthening the supply of transportation services in urban and rural areas, actively guiding urban and rural residents to choose legal and compliant transportation vehicles for travel, and strictly preventing road transportation safety accidents caused by Qingming Festival memorial and holiday travel. Urge bus station operators to strictly implement the "three no entry and six no exit" system and strictly implement the passenger real-name management system. Strengthen safety inspections at port passenger stations and strictly conduct ship-shore safety inspections before dangerous goods operations. At the same time, it is necessary to work with relevant departments to formulate and improve emergency transportation work plans and properly handle emergencies.
The Notice proposes that we should not relax the normalized epidemic prevention and control work in transportation, implement normalized epidemic prevention and control measures such as disinfection and ventilation of transportation vehicles, temperature measurement and code scanning, wearing masks, hand hygiene, and one-meter line, and strictly prevent the spread of the epidemic through transportation vehicles. Continue to do a good job in overseas epidemic prevention and control, strictly implement the requirements of "cargo opening and passenger closing" at international highway and water transport ports, and strictly implement the "point-to-point, one-stop" inbound personnel transportation measures. Urge and guide logistics companies to effectively strengthen the management of international cold chain container transportation and bulk refrigerated goods, and imported high-risk non-cold chain container cargo loading and unloading, and strictly implement the disinfection of transportation equipment. Optimize the emergency response plan for epidemic prevention and control, ensure that the emergency response is initiated as soon as possible after the outbreak, and actively promote the vaccination of industry practitioners.
The Notice emphasizes that all localities should formulate scientific transportation guarantee plans based on the characteristics of passenger flow during holidays. Strengthen the allocation of transportation capacity in the fields of road and water passenger transport, urban transportation, etc., strengthen the deployment and emergency dispatch of transportation capacity in key areas such as road passenger transport hubs and railway stations; further strengthen the supply of urban and rural public transportation and rural passenger transport capacity, take measures such as shortening departure intervals, increasing departure frequency, dispatching mobile transportation capacity, and running inter-city buses, as well as opening customized passenger transport and improving the efficiency of rural passenger transport reservation response, etc., to ensure the travel needs of the people through multiple measures. At the same time, we must actively strengthen communication and coordination with railways and civil aviation, and work together to share information and connect transportation capacity.
According to the Notice, local governments will take effective measures to ensure smooth operation of the road network in view of the strong demand for self-driving travel during holidays, strengthen monitoring of road network operation during peak passenger flow periods, sections susceptible to bad weather, and sections prone to accidents, and release road condition information in a timely manner; strictly implement the policy of exempting small passenger cars from tolls during major holidays, strengthen monitoring of the operation of electronic toll collection (ETC) lanes, and promptly handle abnormal situations to avoid traffic congestion. In addition, we must do our best to ensure the transportation of medical protection materials, key production materials, and people's daily necessities.
The "Notice" requires that during holidays, duty and information reporting should be strengthened, and the railway, civil aviation and postal transportation service guarantee work during holidays should be clarified. The National Railway Administration, the Civil Aviation Administration of China and the State Post Bureau will make arrangements respectively.
