On May 14, eight member units of the Inter-ministerial Joint Conference on Coordinated Supervision of New Transportation Business Forms, including the Ministry of Transport, the Cyberspace Administration of China, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Public Security, the Ministry of Human Resources and Social Security, the State Administration for Market Regulation, and the State Bureau of Letters and Calls, held a joint interview with 10 new transportation business platform companies, including Didi Chuxing, Shouqi Car-hailing, Cao Cao Travel, Meituan Travel, T3 Travel, AutoNavi, Dida Chuxing, Manbang, Huolala, and Kuaigou Taxi.

The interview pointed out that recently, all sectors of society have focused on the high commission rate of online ride-hailing platform companies, the opaque distribution mechanism, the arbitrary adjustment of pricing rules, and the Internet freight platform monopolizing freight information, maliciously lowering freight rates, and arbitrarily raising membership fees. These issues are suspected of infringing on the legitimate rights and interests of practitioners and have aroused widespread social concern. The interview requires that all platform companies face up to their own problems, conscientiously implement corporate principal responsibilities, and immediately carry out rectification.

First, the commission rate and information service fee level should be reasonably determined. Online car-hailing platform companies should protect the drivers' right to know and right to supervise, make the commission rate public, ensure clarity, transparency and easy to understand, and inform drivers of the amount paid by passengers, the driver's labor remuneration, the platform's commission rate and other information; platform companies should take the initiative to reduce the commission rate and protect the driver's labor remuneration. Online freight platforms should reasonably set and take the initiative to reduce the level of information service fees and membership fees, and shall not collude with each other or manipulate market prices. It is strictly forbidden to bid at the price of return cargo.

Second, rectify business practices that infringe on the rights and interests of employees. When formulating or adjusting pricing rules, commission ratios, dispatching rules, membership fees, bidding rules and other business strategies that affect the interests of employees, platform companies should fully communicate with employees in advance; they should actively disclose pricing mechanisms and pricing rules, and regulate pricing behaviors; they should continuously optimize dispatching mechanisms, scientifically determine the working hours and labor intensity of employees, and avoid overtime work and fatigue driving.

The third is to improve the business environment for drivers. Effective measures should be taken to protect the basic rights and interests of employees, such as employment, labor safety, social insurance, and vocational training; the awareness of integrity should be enhanced, commitments should be fulfilled, and dishonest behavior that infringes on the rights and interests of drivers should be resolutely avoided; the complaint mechanism should be improved, the channels for drivers to appeal for their interests should be unblocked, and reasonable appeals and concerns should be responded to in a timely manner, and no perfunctory or evasive responses should be made.

Fourth, we must uphold the bottom line of safety and stability. We must implement the main responsibilities of enterprises, accelerate the process of online car-hailing compliance, strictly implement the requirements for driver background checks, remove unqualified personnel and vehicles, strengthen internal management and safety education for drivers, and strengthen the protection of user personal information to ensure the safe and stable development of the industry.

Fifth, we should give full play to the leading role of party building. We should actively explore the party building work model in light of the characteristics of the new transportation industry, strive to promote full coverage of party and mass organizations and work, strengthen ideological and political education, and better play the role of party organizations as a fighting fortress and party members as pioneers and models.

The talks required that the rectification status of each platform company be made public. Each platform company stated that it would follow the talks requirements, draw lessons from the incident, conduct a comprehensive and systematic review of the platform's operating behavior, conscientiously fulfill its corporate responsibilities, do a solid job of rectification, operate in accordance with the law, effectively protect the legitimate rights and interests of employees in the new transportation industry, and promote the standardized, healthy and sustainable development of the new transportation industry.
