Since the 13th Five-Year Plan, Guangdong's transportation system has been guided by Xi Jinping Thought on Socialism with 中文 Characteristics for a New Era, with high-quality development as its core, and has worked hard to implement the decisions and arrangements of the Ministry of Transport and the Guangdong Provincial Party Committee and the Provincial Government. Focusing on promoting the construction of the Guangdong-Hong Kong-Macao Greater Bay Area and the Shenzhen Pilot Demonstration Zone, it has accelerated the pilot work of building a strong transportation country and fully played the role of a transportation pioneer. Last year, in the face of the COVID-19 epidemic, Guangdong's transportation personnel rose to the challenge, turned "dilemmas" into "two-pronged", firmly grasped the "first pass into Guangdong" for epidemic prevention and control, comprehensively woven a dense "prevention and control network" for transportation, quickly opened up a "green channel" for emergency material transportation, and invested in various transportation work with the spirit of "opening roads when encountering mountains and building bridges when encountering water", striving to be a good "pioneer" for resumption of work and production. During the 13th Five-Year Plan period, the province completed investment in road and water transportation of more than 813.5 billion yuan, an increase of about 73% year-on-year. Among them, in 2020, the province completed investment in road and water transportation of about 218.6 billion yuan, a record high; the total mileage of highways open to traffic in the province was the first in the country to exceed 10,000 kilometers.
2021 is the 100th anniversary of the founding of the Communist Party of China, and the first year of accelerating the construction of a strong transportation country and implementing the "14th Five-Year Plan". Guangdong will further emancipate its mind, forge ahead, do a solid job in the "six stability" work, and fully implement the "six guarantees" tasks. In accordance with the "Implementation Plan for the Guangdong Pilot of the Construction of a Strong Transportation Country" approved by the Ministry of Transport and the implementation opinions of the Guangdong Provincial Party Committee and the Provincial Government on the "Outline for the Construction of a Strong Transportation Country", it will start from the five aspects of high-quality development of transportation infrastructure, integrated development of industries such as transportation and tourism, smart transportation construction, hub service efficiency improvement, and reform of the comprehensive transportation management system and mechanism, and accelerate the implementation of the "Ten Major Projects" of Guangdong Province's Strong Transportation Country, such as "Building a Convenient and Efficient Comprehensive Transportation Channel", laying a solid foundation for Guangdong to create a pilot demonstration province for the construction of a strong transportation country. By 2025, a safe, reliable, convenient, smooth, efficient, intelligent, economical, environmentally friendly, innovative and open comprehensive transportation system will be basically established.
First, we should adhere to the new development concept and accelerate the construction of a modern comprehensive transportation system. We should build a modern, high-quality, comprehensive and three-dimensional transportation network. We should thoroughly implement the Outline for Building a Powerful Transportation Country, benchmark the requirements of transportation modernization, benchmark the level of transportation modernization in the world's first-class bay area, and build a world-class bay area comprehensive transportation system. We should accelerate the construction of high-speed railways, actively promote the reconstruction and expansion of expressways, and improve the general national and provincial trunk road network that covers a comprehensive range and is convenient and affordable. We should accelerate the construction of a modern inland waterway shipping system with efficient connection, improve and upgrade the Dongjiang, Xijiang and Beijiang shipping systems, and focus on promoting the expansion and upgrading of inland waterways such as the Dongjiang River. We should build a convenient and smooth urban agglomeration transportation network. We should promote the integrated development of trunk railways, intercity railways, urban (suburban) railways, and urban rail transit, accelerate the construction of intercity railways in the Guangdong-Hong Kong-Macao Greater Bay Area, and accelerate the construction of major cross-river and cross-sea projects such as the Shenzhen-Zhongshan Channel and the Huangmaohai Channel. We should build a high-quality and high-standard rural transportation infrastructure network. We should promote the planning and development of the "Four Good Rural Roads" in the new era with high quality, accelerate the upgrading of rural road construction, implement the renovation and upgrading of county roads, and continuously and intensively rectify dangerous bridges on rural roads. Build a multi-level integrated transportation hub system. Accelerate the construction of Guangzhou and Shenzhen as international integrated hub cities, enhance the comprehensive service functions of international shipping in Guangzhou and Shenzhen, and enhance the international competitiveness of the Pearl River Delta port cluster.
Second, we will adhere to the people-centered approach and strive to improve the efficiency and quality of transportation supply. We will improve the multi-level intercity travel service system and improve the service level of railways and urban rail transit. We will give priority to the development of urban public transportation and promote the integration of urban and rural passenger transport services. We will improve the service level of comprehensive passenger transport hubs and build a passenger intermodal transport system. We will increase the reconstruction and expansion of expressway service areas, interchange ramps, and bottleneck sections, alleviate holiday congestion problems from the perspective of the road network structure, and promote rapid and convenient travel services. We will steadily promote the adjustment of the transportation structure and promote the orderly transfer of bulk goods and medium and long-distance goods transportation to railways and waterways. We will focus on promoting the construction of freight railways and improve the freight capacity of the conventional railway network. We will promote the construction of multimodal logistics hubs. We will coordinate to improve the capacity of inland waterways and build an economical and efficient river-sea intermodal transport system.
Third, accelerate scientific and technological innovation and build a ubiquitous and integrated smart transportation system. Promote the intelligent operation and maintenance management of the Hong Kong-Zhuhai-Macao Bridge, reduce the maintenance cost of the entire life cycle, improve work efficiency, and extend the service life, and form a replicable and popularizable cross-sea cluster engineering artificial intelligence operation and management technology system and platform. Carry out projects such as intelligent inspection of highway maintenance and road administration, urban smart transportation service management, dynamic traffic control and information services, and improve the level of smart transportation management. Accelerate the construction of Guangzhou Nansha and Shenzhen Pingshan autonomous driving test bases and vehicle-road collaborative demonstration projects, develop ETC-X vehicle-road collaborative systems with ETC technology as the core, and promote the integration of vehicle networking and intelligent transportation. Strengthen the promotion and application of the driver trainer safety management system in the Guangdong-Hong Kong-Macao Greater Bay Area, and build an intelligent transportation safety management system. Build a "one center, two networks, and three platforms" smart waterway system, accelerate the construction of automated terminals such as the fourth phase of the Guangzhou Port Nansha Port Area, and build smart waterways and smart ports.
Fourth, we will increase opening-up efforts and accelerate foreign cooperation in transportation. We will encourage transportation enterprises to carry out international transportation market cooperation along the “Belt and Road”, participate in the construction and operation of overseas ports, airports, roads, and railways, support postal and express delivery enterprises to strengthen the layout of overseas processing facilities, and build an international express logistics supply chain system. We will increase opening-up efforts, deepen foreign cooperation in transportation, expand foreign cooperation platforms, and attract important international transportation organizations to settle down. We will actively promote the “importation” and “going out” of transportation policies, rules, technologies, and standards.
