Recently, the Ministry of Transport issued the "Key Points for Promoting the High-quality Development of "Four Good Rural Roads" in 2021" (hereinafter referred to as the "Key Points"), fully implementing the spirit of the 19th National Congress of the Communist Party of China and the Second, Third, Fourth, and Fifth Plenary Sessions of the 19th Central Committee, as well as the Central Economic Work Conference and the Central Rural Work Conference, and implementing the arrangements and deployments for transportation work in this year's Central Document No. 1, focusing on improving and perfecting eight systems to promote the high-quality development of "Four Good Rural Roads", and providing solid guarantees for accelerating the construction of a strong transportation country, comprehensively promoting rural revitalization, and accelerating the modernization of agriculture and rural areas.

The "Work Points" clearly define eight systems to promote the high-quality development of "Four Good Rural Roads": building a widely covered rural road network system, orderly promoting the construction of third-level roads connecting towns and villages, widening and renovating narrow roadbeds and roads, and promoting rural roads to be more inclined to enter villages and households; improving the long-term and stable management and maintenance guarantee system, strengthening the follow-up of the pilot work of the reform of the rural road management and maintenance system, and comprehensively implementing the "road chief system" at the county, township and village levels for rural roads; improving the efficient and high-quality transportation service system, improving the breadth and depth of rural passenger transport, and accelerating the construction of a rural logistics node system; building a standardized and effective system of systems and policies, and actively promoting the formulation and revision of the Highway Law, the Rural Road Regulations, and the Road Transport Regulations; improving the strong supporting financial guarantee system, and studying and formulating the central government's relevant funds to support the development of rural roads with "rewards instead of subsidies"; formulating a complete and applicable technical standard system, and drafting and issuing various industry standards and specifications; developing a shared and co-governed mass participation system, and further developing and standardizing the management of various public welfare positions for "Four Good Rural Roads"; creating an innovative and diverse integrated development system, and promoting the integrated development of "Four Good Rural Roads" with modern agriculture, rural tourism and other industries.
