The "Notice" clearly states that the beneficiaries are the families of martyrs, the families of soldiers who died in the line of duty, the families of soldiers who died of illness, and other families of heroes and martyrs. The families of heroes and martyrs who hold preferential treatment certificates issued by the state can enjoy relevant travel preferential treatment. Before December 31, 2022, the families of heroes and martyrs who do not yet hold preferential treatment certificates issued by the state can enjoy relevant travel preferential treatment with preferential treatment certificates issued by local relevant departments or martyr certificates (copies).

The Notice proposes that when the relatives of heroes and martyrs take passenger buses and ships, they will enjoy priority in purchasing tickets, security checks, and boarding services, and their accompanying family members can also enjoy priority services. Regions with conditions are encouraged to include the relatives of heroes and martyrs in the scope of preferential treatment for urban public transportation. Actively guide online ride-hailing platform companies to provide priority dispatching services for the relatives of heroes and martyrs taking online ride-hailing. Passenger stations are encouraged to take measures such as dedicated services and assisting relatives to enter the station for pick-up and drop-off, and to provide service vehicles, wheelchairs and other convenient auxiliary equipment to ensure safe and convenient travel for the relatives of heroes and martyrs with limited mobility.

The "Notice" requires that local transportation authorities should coordinate party history learning and education, "I do practical things for the people" practical activities and transportation services, carefully organize and arrange, and ensure the implementation of the work to ensure effectiveness; strengthen publicity and guidance, and encourage regions with conditions to carry out theme activities for preferential travel for the families of heroes and martyrs at important nodes such as "July 1" and "August 1" to create a good atmosphere.
