Recently, the Shandong Provincial Department of Transportation issued the "14th Five-Year Plan for the Development of Digital Transportation in Shandong Province" (hereinafter referred to as the "Plan"). During the "14th Five-Year Plan" period, Shandong will build a comprehensive transportation big data empowerment center across the province, build two types of demonstration and leading pilot projects, namely smart highways and smart ports, promote digital upgrades in the three fields of infrastructure, transportation services, and industry governance, build N typical application scenarios in the industry, and lay a solid foundation for the development of digital transportation "1+2+3+N".

By 2025, Shandong will basically build a digital transportation system with "digital perception of transportation facilities, convenient and intelligent transportation services, online collaboration in industry governance, active innovation in technological applications, and strong network security guarantees". Important progress will be made in new transportation infrastructure, the application scenarios of the new generation of information technology will be rich and diverse, and the level of digitalization, networking, and intelligence in the industry will be significantly improved, which will strongly support the high-quality development of the province's transportation industry and the construction of a strong transportation province.

During the 14th Five-Year Plan period, Shandong will accelerate the digital upgrading and transformation of existing infrastructure, promote the construction of a number of smart infrastructure projects such as smart highways, smart ports and shipping, smart railways, smart airports, smart city rail transit, and transportation information infrastructure, and basically achieve digital delivery of new highways, high-speed railways, and docks, and promote the digital construction of all elements, all cycles, and all regions of transportation infrastructure.

Focusing on the intelligence of public travel services, the "Plan" proposes to build a "123" passenger transport network across the province as the goal, take increasing the utilization rate of electronic tickets as the starting point, guide market players to create a cross-transportation mode and cross-regional full-electronic passenger transport service system, promote the intelligent upgrading and transformation of passenger transport hubs, and promote passenger intermodal transport with "one-stop ticket purchase, seamless connection, and one ticket (certificate) for pass".

Creating typical application scenarios for transportation industry governance in multiple dimensions and main lines is a starting point for Shandong to promote the digital upgrade of industry governance. The "Plan" clearly states that we will further promote the "one-stop service" of transportation government services, promote the "intra-provincial" and "cross-provincial" handling of high-frequency matters, and achieve the same matters, the same standards, and the same coding for government services; build an integrated, intelligent, and coordinated comprehensive transportation operation monitoring and command and dispatch platform, and comprehensively improve the level of comprehensive command and dispatch, risk prevention and early warning, incident response and disposal, and service scientific decision-making; give full play to the role of "Internet +", big data and other technical means, achieve full coverage of regulatory matters, full record of regulatory processes, and collection and sharing of regulatory data, and strive to create a new and efficient regulatory system of "one-stop discovery, multi-party linkage, and coordinated supervision".
