On December 6, Li Xiaopeng, Minister of Transport, hosted a symposium of experts and scholars to listen to relevant opinions and suggestions. Li Xiaopeng expressed the hope that experts and scholars from all disciplines and professions in transportation will thoroughly study and implement the spirit of the Sixth Plenary Session of the 19th CPC Central Committee, conduct in-depth research, establish an international perspective, and continuously promote theoretical and policy innovations that are in line with China's reality and have industry characteristics, actively offer suggestions and wisdom, integrate research work into accelerating the construction of a strong transportation country, and promote transportation to be a pioneer in China's modernization.

At the symposium, He Jianzhong, member of the National Committee of the 中文 People's Political Consultative Conference and president of the China Navigation Society, Zhou Wei, director of the Expert Committee of the Ministry of Transport, Wang Ming, director of the Comprehensive Transport Research Institute of the National Development and Reform Commission, Wang Jiaqiong, president of Beijing Jiaotong University, Hu Huaqing, director of the Civil Aviation Development Planning Institute of the China Academy of Aviation Science and Technology, and Hu Kai, deputy director of the Development Research Center of the State Post Bureau, respectively put forward opinions and suggestions based on their respective fields and expertise.

After listening carefully to the speeches, Li Xiaopeng pointed out that over the past year, the transportation industry has made every effort to promote the reform, development and stability of transportation, and promote a good start for the comprehensive transportation development of the "14th Five-Year Plan". 2022 is the year of the 20th National Congress of the Communist Party of China, and it is an extremely important year to accelerate the construction of a strong transportation country and the implementation of the "14th Five-Year Plan". We must continue to study and implement the spirit of the Sixth Plenary Session of the 19th Central Committee of the Communist Party of China and the keynote speech of President Xi Jinping at the opening ceremony of the Second United Nations Global Sustainable Transport Conference, strengthen research and planning, do a good job in implementation, accelerate the construction of a strong transportation country, and be a pioneer in China's modernization.

Li Xiaopeng emphasized that we must deeply understand that the unified and open transportation market is an important part of the national unified market, an important link that connects the production, circulation and consumption links and promotes the benign interaction of internal and external circulations, an important cornerstone for better releasing the potential of domestic demand and promoting common prosperity, and it is also the due meaning of achieving high-quality development of transportation and accelerating the construction of a strong transportation country. We must accelerate construction and effectively implement it.

Li Xiaopeng stressed that building a unified and open transportation market is a systematic project, which requires coordinated promotion and comprehensive measures in many aspects, such as breaking down market barriers and industry segmentation, improving market system rules, innovating market supervision mechanisms, enhancing the vitality of market players, and improving the level of market openness. First, work hard on the system and mechanism. Deepen the reform of government, enterprises and affairs, investment and financing reform, consolidate and expand the results of the "big department system" reform, and implement the modern enterprise system. Second, work hard on the market system. Continue to optimize the overall design of the transportation market system, improve the basic market systems in various fields such as railways, highways, waterways, civil aviation, and postal services, make efforts in key links such as market access, competition, and exit, establish a unified, open, and transparent price system, and truly stimulate the vitality of market players. Third, work hard on the market environment. Deepen the reform of the system and mechanism, break down various stubborn problems that hinder the unified and open transportation market, such as local protectionism, industry monopoly, fragmentation, and access barriers, clean up and abolish various regulations and practices that hinder the unified market and fair competition, resolutely crack down on monopoly and unfair competition, and create a fair market environment of equal treatment and fair competition. Fourth, work hard on factor resources. We will strive to eliminate the bottlenecks that restrict the cross-regional, cross-departmental, and cross-level flow and allocation of factors, especially strengthen the acquisition and utilization of new factor resources such as data, so that various factors in the transportation market can be reasonably allocated and efficiently flow. Fifth, we will work hard on market supervision. We will improve the modern market supervision mechanism, accelerate the transformation from administrative supervision to legal supervision, and from single-department supervision to departmental joint supervision, and promote strict, standardized, fair and civilized law enforcement. We must vigorously promote "Internet + supervision", strengthen smart supervision and non-site law enforcement, especially increase the supervision of the transportation platform economy, improve the scientificity and effectiveness of market supervision, and protect the legitimate rights and interests of consumers and practitioners.
