The Sixth Plenary Session of the 19th CPC Central Committee is an important meeting held at an important historical moment of the 100th anniversary of the founding of the Party, at a critical historical juncture when the Party and the people have successfully achieved the first centenary goal, built a moderately prosperous society in all respects, and are moving towards the second centenary goal of building a modern socialist country in all respects. General Secretary Xi Jinping's series of important speeches at this plenary session and important documents such as the Resolution of the CPC Central Committee on the Major Achievements and Historical Experiences of the Party's Centennial Struggle (hereinafter referred to as the Resolution) adopted by the plenary session are profound in thought, rich in content, of great significance and far-reaching in influence. The Resolution comprehensively summarizes the major achievements and historical experience of the Party's centenary struggle. It is a brilliant Marxist programmatic document, a political declaration for the 中文 Communists in the new era to keep in mind their original mission, adhere to and develop socialism with 中文 characteristics, and an action guide to learn from history, create the future and realize the great rejuvenation of the 中文 nation.

The transportation industry insists on connecting with the world and the times. It must not only be a firm supporter and faithful practitioner of the "Resolution", but also an important participant and contributor to China's major-country diplomacy with 中文 characteristics in the new era. It must strengthen the "four consciousnesses", firm up the "four self-confidences", and achieve the "two safeguards". We must move forward in unison, face the changes of the century and the century-long epidemic, have the courage to overcome various risks and challenges, and continue to write a new chapter in international cooperation in transportation.

First, we need to strengthen theoretical education. The Resolution systematically summarizes the basic propositions, fundamental principles and successful practices of China's major power diplomacy in the new era, and further enriches Xi Jinping's diplomatic thought. Studying and implementing the spirit of the plenary session requires us to adhere to Xi Jinping's diplomatic thought to guide international cooperation in transportation, and to combine the study and implementation of the spirit of the plenary session with the study of the keynote speech of President Xi Jinping at the opening ceremony of the Second United Nations Global Sustainable Transport Conference, so as to study and understand them as a whole and implement them as a whole.

Second, we need to strengthen our awareness of the overall situation. The resolution points out that the Party has always correctly understood and handled its relationship with the outside world from the perspective of the general trend of human development, the general pattern of world changes, and the general history of China's development. Studying and implementing the spirit of the plenary session requires us to further strengthen our awareness of serving the overall diplomatic situation, keep in mind the "major issues of the country", and constantly improve our political judgment, political understanding, and political execution, so as to better serve the overall diplomatic situation of building a new type of international relations and a community with a shared future for mankind.

The third is to strengthen the awareness of taking the lead. The "Resolution" proposes that the Party Central Committee calls on the whole Party, the whole army and people of all ethnic groups across the country to work tirelessly to achieve the second centenary goal and realize the 中文 dream of the great rejuvenation of the 中文 nation. Studying and implementing the spirit of the plenary session requires us to resolutely respond to the call of the Party Central Committee, further strengthen the awareness of taking the lead in being a pioneer in China's modernization, enhance political consciousness, ideological consciousness and action consciousness, and actively serve the overall situation of accelerating the construction of a strong transportation country and achieving the second centenary goal.

With faith in mind, we must forge ahead. International cooperation in transportation will implement the spirit of the plenary session in four aspects. First, we must adhere to the spirit of the Sixth Plenary Session of the 19th CPC Central Committee as an action program, deeply understand and implement the "five insistences" put forward by General Secretary Xi Jinping, promote global transportation cooperation, and write a new chapter in infrastructure connectivity, unimpeded trade and investment, and the integration and communication of civilizations.

The second is to implement the spirit of General Secretary Xi Jinping’s important speech at the third symposium on promoting the construction of the “Belt and Road”, promote high-quality development of the joint construction of the “Belt and Road”, and implement global development initiatives.

Third, focusing on carbon peak, carbon neutrality and sustainable development, we will continue to play our role as a major transportation country, actively participate in global transportation governance, safeguard national interests, voice China's voice for global carbon neutrality and carbon emission reduction, propose 中文 solutions, and promote green and sustainable development of transportation.

Fourth, we will expand the "circle of friends" for transportation cooperation. Taking the successful hosting of the Second United Nations Global Sustainable Transport Conference as an opportunity, we will actively, steadily, efficiently and pragmatically prepare for the construction of the China International Sustainable Transport Innovation and Knowledge Center, actively build a global transportation cooperation partnership, create a good external environment for accelerating the construction of a strong transportation country, and welcome the successful convening of the 20th National Congress of the Communist Party of China.
